Anant's Treasurer Report

The state of the society's finances with a look toward future risks. Nihar has agreed to give the oral presentation after Anant briefed him for an hour, since Anant is going to be at an NSF "Future Internet Architectures Summit" to try and make sure that theory has an appropriate role to play in the next round of proposal solicitations.
